Children jump rope and play beside the Pan American highway near the crumbling ancient fortress of Chanquillo.  A city is being erected by El Nino victims building houses out of cane or cana brava, optimistically calling their new home Mino de Oro or Gold Mine "because of the possibilities."  Many of the 2,000 displaced families stay with relatives while a non-profit organization helps them with the relocation.  The land is barren.  They are miles from water, but it is promised.
