After a dry winter, Heidi Redd drives her cattle to higher and wetter ground for more forage in Beef Basin in southwestern Utah.  Redd runs most of her cattle from the Dugout Ranch on public land. Many Western ranchers depend heavily on BLM allotments, where grazing fees remain far lower than on state or private lands.
