This party takes place under a tent made from leaves and rubber sheets donated by NGO's for agriculture that are now being used to create a beer hall...They are partying because there are 14 Bull Jumpers in the Karo tribe that will go through the manhood ceremony and this only happens once in a generation.  Even though the food aid is being abused, the rest of the traditions here are symbolic of an intact culture that behaves this way for themselves, not because of tourists...Food aid is problematic because most of the grain that is handed out is subsequently fermented for alcohol...
