Rain that never hits the ground, virga paints a dramatic sky above a passing car cruising the top of Steens Mountains, a 30-mile long massif in southern Oregon shared by ranchers, miners, and recreational users.  ....Ice Age glaciers carved our huge gorges out of the Great Basin's largest fault block mountain. Beyond, Steens's east face plummets a vertcal mile to the Alvord Desert.  The remote high desert region of southeast Oregon is protected under the Steens Mountain Cooperative Management and Protection Act of 2000.
